Bihar Chief Electoral Officer H R Srinivasa said the Election Commission has established a three-tier security system for strong rooms (housing the electronic voting machines) and the counting centres. The inner core is being guarded by the Central Armed Police Forces (CAPFs), then there is the Bihar Military Police (BMP) and then the district police, he told reporters.
"This is not a manifesto, it is our pledge to bring a change which is set to become true. Every sector has been taken into consideration while preparing this manifesto so that we can make Bihar a happy, better and prosperous state," Tejashwi Yadav said while releasing vision document.
The meeting also discussed possibilities of forming a non-BJP government including regional parties with the support of the Congress.
Insiders say the BJP is now concerned the LJP putting up a good fight against the JD-U would mean benefitting the MGB in those seats. Moreover, Chirag and Tejaswi are known to be friends, and the former is battling for his political survival.
'Maybe the BJP believes, in the post-poll scenario, it will have the might to foist, anybody endorsed by the RSS, upon Bihar,' observes Mohammad Sajjad.
'Amethi people will not leave the Gandhi parivar even if they do not meet them.'
Ravi Kishan, the BJP's candidate, is an outsider. The BSP-SP candidate is from the powerful Nishad community. Yogi faces a tough task in ensuring that the Gorakhpur seat, which he represented from 1998 to 2017, stays with the BJP.

The TMC, which is yet to fully recover from the 2019 Lok Sabha poll setback, when the BJP's tally soared from two to 18, is apprehensive that the AIMIM may act as "spoiler" in several assembly segments.
'The 16th and 17th Lok Sabha and the 2017 assembly election show that Dalits and OBCs are moving towards the BJP.'
The ruling party seems in far better shape than the Congress, which is yet to finalise seat-sharing agreements in several states.
